In short, like with all other Demon Souls, you need to kill a boss for it; to get the Pureblood Demon Soul, you will need to kill the Maiden Astraea boss. You can find Maiden Astraea in the Dirty Colossus Archstone, and like always, here are some helpful tips for beating her and her knight companion.

Helpful tips for beating Maiden Astraea and Garl Vinland

  • Kill all enemies in the area so you can focus on only the bosses.
  • Bring a lot of arrows or mana replenishing items. Then stand all the way in the back and fire at one of the bosses from range. Keep firing until you kill one of the bosses.
  • Focus on only one boss as if you kill either Garland or Astraea first, the other will stop attacking you. If you kill Garland first, Astraea will commit suicide and drop the soul you need. However, if you Astrae first, Garland will stop attacking you and bow his head in sadness.

If you follow the tips above, you should not have any problems beating either of these bosses. That said, once you get the Pureblood Soul from Astraea, you can then use it to upgrade a broken sword into the blue blood sword. Or you can use it to buy the death cloud spell from Sage Freke, Yuria's relief spell, and Saint Urbain's resurrection spell.
