The earliest Ash of War you can get in Shadow of the Erdtree is the Shriek of Sorrow Ash of War. This Ash of War is located east of the Small Private Altar Site of Grace in Belurat, Tower Settlement, where you can go just after you start the DLC.

From the Grace, go up the stairs and you'll see a dual-wielding soldier roaming. Go right towards the ruins and you'll see a big entrance to an area. When you enter the area you'll see a tree in the middle. The Ash of War is located on top of a body, which is slumped behind the tree.

As soon as you get near the tree, you'll be invaded by Fire Knight Queenlin. Defeat them or quickly try to get the Ash of War and leave the area.

Shriek of Sorrow Ash of War Details and How to Use

The Shriek of Sorrow gives an increase to your attack power based on the amount of your health, for 40 seconds. The lower the health, the more attack power you will have. For example, when it's used, at 100% health, your attack power will increase by 12.5%, while at 30% health or below, it will increase by 27.5%.

It's recommended you use this before a boss fight as it can provide a great attack power boost early on when at low health. The best way to do that is to use Seppuku continuously to get to 30% health with one weapon and then use the Shriek of Sorrow with your preferred one. Afterward, heal up and you'll still get the 27.5% attack power boost for 40 seconds.
