Most of the puzzles in this game are pretty straightforward, except for this one. When you walk down the stairs to Rogetusu Hall - 1F, two ghost children known as Girls Running Downstairs will run beside you and into a door. You have to go into that room and point your light at a box to find the Picture Drawn by a Child. Then, you have to go to the grandfather clock at the entrance to the sanitarium and take a hint photo.

The items in Fatal Frame: Mask of the Lunar Eclipse only appear after you shine your light on them. Once you enter the room where the Picture Drawn by Child is, you'll want to point your camera at the Hozuki doll inside of a box. You'll then see the blue glow of an item that you can pick up.
