Genshin Impact was a game that locked you out of certain activities if you haven't completed pre-requested quests. In version 2.6, HoYoverse added an option to quick start events, such as the Irodori Festival. This is to help players who don't have much time on their hands experience the game's limited time events.
If you choose to quick start an event, then the game will act as if you have already completed quests that are pre-requisites. A warning will pop up telling you which quests you are going to skip, as many events will have spoilers in them. The Irodori Festival, for example, spoils Raiden Shogun's second story quest.

Will quick start make me lose out on story quest Primogems?
Using quick start will not make you lose out on any rewards or quests. You can go back and do the quests that you skipped at any time, without having to fear that you have messed up your game. This feature is simply meant to get players with limited times into events fast so that they aren't missing out on any rewards.
