According to Eidos Montreal, the Guardians of the Galaxy game will have its own universe. Unfortunately, that means it will not share the universe with Marvel’s Spider-Man or Marvel’s Avengers.
The same publisher developed Marvel's Avengers and Marvel's Guardians of the Galaxy, so this is a missed opportunity. On the other hand, Eidos Montreal seems to be making a game all its own, with no plans to make it similar to Marvel's Avengers.
A tweet from Marvel's Guardians of the Galaxy Twitter account to VaintLord revealed that the game would be set in its own universe. The tweet was to answer the question and put an end to the speculation.
There's no way Marvel's Guardians of the Galaxy will interact with the Marvel universe established by previous Marvel games, other than a few minor, aesthetic nods. Unlike the Marvel Cinematic Universe, most of Marvel's video games are set within their own canon.
However, there is a small mention of the Avengers in Chapter 7 of the game.
