Hot Wheels Unleashed was just recently released on September 30, 2021, and already has a large amount of content for fans to enjoy. Developer Milestone S.r.l. has already announced DLC for the game in the form of two Hot Wheels Passes.
There has been some confusion with the Hot Wheels Unleashed Pas Volume 1 not working as players have not received the content. The reason for this is that the content will be released throughout the season. You can see all the release dates below for Hot Wheels Unleashed Volume Pass 1 below.

This information wasn't made easy to find by Milestone S.r.l. as they did not directly state this. So while players may be frustrated that they don't have all the content now, they will be getting the content they paid for. Likely, the second volume pass will release content throughout its season as well.
