To get tree sap in Icarus, you must first unlock the mortar and pestle. This is a Tier 2 blueprint that requires level 10. Once you have crafted this tool, simply craft tree sap by combining four sticks in the mortar and pestle. Do this, and you will have tree sap.

Despite its name, you do not actually harvest tree sap from trees which can be confusing. Tree sap is a helpful item if you plan to specialize in herbalism or if you need epoxy for higher-level crafts. As epoxy is a valuable resource, farming tree sap early on is a good way to be prepared.

If you find yourself running low on sticks, you can use the carpentry bench to break down wood into sticks. A piece of wood will net you ten sticks which you can then turn into tree sap.
