First, you must find the keyword. This happens upon exploring Injincho. You might overhear people complaining about noise, and Yagami will acquire a Buzz Researcher Keyword called "noise."

Due to noise being a keyword, you can search for it in the Buzz Researcher and search for chatter sounding this keyword. You will discover that all the chatter is surrounding Isekaki Rd and the street Yokohama 99 is on.

Explore the streets, and you'll see NPC dialogue boxes mentioning a woman walking past, and that's when the noise and the outage occur. Instead of getting out the Noise Amp because it's noise-related, get out the Detector.

Keep a lookout for a blonde lady in a red top. She's the one giving out the massive readings on the Detector. Examine her when using the Detector, and carry on with the side case.
