The form Rockruff takes when it evolves depends on what time of day it is. If Rockruff reaches level 25 in in the morning, it evolves into Lycanroc's Midday Form. If it evolves at night, you Lycanroc will take on the Midnight Form. So, if you are looking for a particular form, train a Rockruff to around level 24, then wait for the desired time of day before having it gain the last level.
