As suggested earlier, you can start the Blue Moon Event using the Blue Moon Totem, which is available for E$500,000 from the Lushgrove POI. Reach the Lushgrove landmark and move toward the right side of the island to find it next to a rock at (X: 1298, Y: 156.9, Z:-560.1). Pay the prescribed amount, and you will get the Totem.

Once you have got the Totem, you can use it only during a Winter Night to start the Blue Moon Event, which will turn the entire server into a blue color, and you will get access to the Blue Moon Bestiary both in the first and second sea.
