Why Are My Codes Not Working?

To become a Commissioner, you'll need 4800 XP. The developer may add more ranks in the future, however.
After you become a Commissioner, you'll still be able to collect more XP. You just can't move to further ranks at the moment. If you continue hoarding XP, it may be helpful in the future when the developer expands the game with more higher ranks.
