You can brute force the Golden Tide Pool spawn by spamming Sundial Totems. Note these pools will only be spawning while the Tides of Gold event lasts.
The average weight of the Eternal Frostwhale is 1,250kg, and catching one with a mid-tier rod is possible. However, it does have a -80% progress debuff, so if the rod you're using doesn't have much Resilience/Control, you'll want to either enchant it or use bait with Res/Ctrl buffs.
