When active, simply head to the Underground Music Venue at (2024, -644, 2485), where you can find the Sanguine Spire Rod in one of the corners. Pay C$10,000,000 and you will get the Rod for yourself. That's it! There is no requirement for you to meet to purchase it, and it is available to everyone.
