The developers release new updates (like Chapter 2) depending on the currently hit "like" goal and player count. At the time of writing this, Chapter 2 is in active development and will drop with new codes.
Yes, you can; however, you will need to pay with Robux for that ability. In the Skins tab at the bottom of the screen, you can toggle the "Use Avatar" button for 75 Robux (this is the price at the time of writing).
