One Piece Grand Arena (OPGA) Character Tier List

The tier list above ranks all characters (skills) in One Piece Grand Arena from best to worst, taking into account their overall value against all other skills in the game. Generally, the skills with shorter wind-ups and bigger hitboxes are preferred.

However, some skills, like Kuroobi's stun, can be used as combo breakers, while Arlong's and Zoro's dashes can get you out of enemy AoE or be used as gap-closers. It all depends on what other skills you're using and what your current kit is missing.
