The fastest way to reach the Underwater City is to start from the Pirate Starter island. So, after logging in, select the Pirate role and spawn at the Pirate Started island. From here, move in the eastern direction until you reach the Frozen Village.
Now, use the compass and travel in the southern direction until you find three tiny islands with a whirlpool at the center, which is nothing but the entrance portal to the Underwater City.
If you have the required criteria, touch the center of the whirlpool to teleport to the Underwater City.
