You ultimately need to keep an eye open for blue sigils. They will always be a cache nearby. But here are all the collectibles in the Broken Capital, both caches and lost journals.

All Broken Capital Cache

Cache #1

The first cache upon entering this area is straight to your right. You'll see a lone tree with a blue sigil on it. Carry on past this tree, follow the clouds around, and hug the wall on your right. You'll find the cache on a platform.

Cache #2

As you progress through the area and made your way through the fountain after speaking to the NPC there, grind down the rail directly to your left outside. Immediately, turn around and grind back up, but there is a grapple point halfway up. Use it and double jump onto some black ooze on the side of the building. Climb up and open the cache.

Cache #3

From where you find Cyd at the entrance, head right, and eventually, you'll come across a lone tree with a rail you can grind upon in front of it. At the top of this rail will be part of a train. Head up this rail, jump to the right to climb up some black ooze. Then jump back at the rail at the top and your way into the building. Here you need to kill all the enemies and open the barrier to get the cache.

Cache #4

Just before the fountain with the NPC. Go to the right, and you'll unlock a shortcut back up here. Jump out the window and platform across the ledges, then climb the black ooze to reach the fourth cache.

Cache #5

The final cache can be accessed after you have cleared the anomaly on the rooftop. The spiky one where the black ooze will burn you. From the right of the checkpoint, follow the edge of the roof until you see a grinding rail. Grind it to access a new building. Kill all enemies, then grapple your way across to another building with the cache on the roof.

Collecting all five caches will earn you the Erving's Suit—this suit doubles your plasma intake. Meaning you earn double plasma from collecting the pink orbs on your travels.

All Broken Capital Lost Journals

Lost Journal #1

The first journal is to the left of where you find Cyd, sitting on a waiting bench.

Lost Journal #2

In the train station heading up towards an anomaly. Once you have opened up the first black ooze barricade, climb the stairs, then look to your left to find another set of stairs. On your left, as your progress on a bench with a light source above it, is the second lost journal.

Lost Journal #3

On your way to the spiky anomaly, up the dual grind rail at the opposite side of the area as where Cyd is. After battling some enemies, on the roof is the last lost journal of this area just before the grapple points.
