In their interviews, The Artistocrats, the Starship Troopers - Terran Command developer, has not mentioned Skinnies. Skinnies were the first enemy in the Starship Troopers book and an ally to the humans during the hard part of the war against Arachnids.
The Arachnids will be the main focus of Starship Troopers - Terran Command, and there will likely be no Skinnies race in the game. This is because the developers have mostly ignored them in their fan videos, so we can only hope that they may be DLC, but don't expect them as main antagonists.

The benefit of adding Skinnies would be small, and it would require more work. Skinnies were never featured in the Starship Troopers movie, and they made only a brief appearance in the book. Fans will not be too excited to see Skinnies in more than a passing reference.
Even as antagonists, Skinnies were described as almost too easy to beat in the book. By the time the Arachnids attacked, humans had almost entirely defeated them. At the beginning of the book, their weakness is emphasized by the humans' power over them. The next time we hear about them is as allies against Arachnids.
Starship Troopers - Terran Command will be exclusively released on Steam on March 31, 2022.
