The hooks are in Tunic are meant to be used with the Magic Orb. You will encounter the hooks before you acquire the Magic Orb, so ignore them until you get this item. The turrets that you face can be destroyed and turned into objects that act like hooks as well.

How to get the Magic Orb in Tunic

To get the Magic Orb in Tunic, you must go to the Frog Cavern. You must progress through this dungeon until you come to a shrine with several frogs and librarians. Defeat these enemies and grab the Magic Orb from the pedestal it is resting on.

With the Magic Orb in hand, you can equip it to one of your item slots and use the hooks. Simply aim at one and use the Magic Orb. This will pull you towards the hook and let you reach areas you could not reach before.
