To get the Dreambreaker Mastery, players must finish the following set of quests.

Disruptor of Dreams: Nightmare Bobber
The first quest revolves around catching x3 Leviathan with the Distraught Mutation. For this, head straight to the Sanctum area inside the Cultist Lair (4450, -2000, -4675). Here, fish for Leviathan using the Dreambreaker rod under the following conditions.
