It's amazing how when you haven't played a game for a while, you forget some of the little details about it—Especially when it isn't the newest in a series anymore. Since Vice City has been re-mastered, we get to remember what it was like first playing it and what those little symbols do!
The Star icon in Vice City is for decreasing your Wanted Level. Your wanted level will go down by One Star when you run or drive through it. This is good because one Star can be the difference between cops just chasing you in a cruiser or the SWAT van coming after you along with helicopters and a tank!

These are also handy if your wanted level is on the low end, as you can pass through one of these only once Star to completely get the cops off your back.
It is a bit harder to get all of your wanted stars up to max in more recent games, but in Vice City, it's more than easy, so these stars come in handy!
