You might have heard, or seen first-hand, that Diablo 4's enemies have leveling scaling. What this means is that as you level up through the game, enemies will also level with you. Now the scaling isn't exact. Some enemies might still be one or two levels above or below you, but it is relative enough to call it scaling. If this sounds annoying, you might be wondering if you can turn it off. Well, I've got the answer to that just for you.
How to turn off level scaling in Diablo IV
The truth of the matter is that you cannot turn off level scaling in Diablo 4. For some, this is a disappointing answer. After all, if the enemies scale with you to match your power gains, you have to question the value of progression or leveling in the first place. However, I think the way Diablo 4 has handled level scaling is rather ingenious.
Diablo games have always been about you, the hero, massacring waves of enemies with minimal effort attached. Despite enemies scaling to your level, they are still far from powerful enough the threaten you, at least until Elites come out to play. Fodder is still fodder regardless of the level, which maintains the typical Diablo flow.

That said, the real advantage to level scaling is that it allows you to play Diablo 4 with your friends, at any level, at any time. A level 56 Rogue can join up with a level 12 Barbarian and actually complete content useful to each other. World of Warcraft, Blizzard's other well-known title, already has a system like this in place, so I'm glad they decided to bring it Diablo 4 as well, especially since the game is pseudo-open world.
So there you have: level scaling is here to stay, but it's not like you can't massacre the spawns of Hell anyway. Best of all? You can do it with a lowbie friend.
