The free-to-play battle royale My Hero Ultra Rumble is based on the anime My Hero Academia, and as such, it contains loads of characters that fans of the series will be familiar with. While starting with a couple of basic characters, you can unlock more by playing or paying. One of these unlockable characters is Himiko Toga, but you'll need to put in a lot of time or money to unlock her.
How to get Himiko Toga in My Hero Ultra Rumble
To unlock Himiko Toga in My Hero Ultra Rumbe, you must get your Special License up to level 15. The Special License is your overall account's level, and each new tier comes with rewards like Roll Tickets, gold, costumes, or characters. It currently goes up to level 30, and there are six MHUR unlockable characters in the rewards.

How to level the Special License in My Hero Ultra Rumble
Pay or play are two ways to level the Special License in Rumble. To reach level 15, you need 22,500 Hero Crystals or 450,000 EXP (or some combination of the two). Getting to the 450,000 EXP mark will take upwards of 50 hours. To level a little faster, there are a couple of things you can do:
- Buy the Season Battle Pass; this will get you some extra EXP as you unlock its levels.
- Purchase some EXP to boost your level.
- Join an Agency; the Agency's License EXP boost is a boon to anyone doing this grind. One License EXP boost gives you a 100% boost to the EXP gained toward the Special License for about six hours.
- Complete event missions for Hero Crystals.
