In October 2021, Nintendo announced free quality of life updates coming to Animal Crossing: New Horizons on November 5, 2021, including Ordinances.

Ordinances in Animal Crossing: New Horizons change the times at which island residents remain active. The Ordinance mechanic allows players to change villager activity to accommodate their play schedule. One ordinance even boosts monetary gain from selling items.
