There are many things needed to reach a higher Star Rating on your island. Most of them does not require to do anything special. It mainly relies on completing quests and upgrading your island. Everything counts from taking care of your garden to building fences and houses for villagers.
Island Rating is counted based on two main factors: scenery and building development. You will need at least 270 points in the scenery and 160 points in building development.

Unlock Island Evaluations
First, you need to upgrade your Resident Services tent into a brick building. It is a part of one of the missions needed to improve your Island's star rating. Next, you will need to build Nook'sCranny after paying your debt for the Deserted Island Getaway Package.Â
If you build a home, you will talk to Timmy about opening a store. It will allow you to build Nook's Cranny on the plot given by Timmy. After building Nook's Cranny, you will talk to Nook about building additional housing and bridges.
After moving in new villagers onto your Island, Tom Nook will announce that the Resident Services location moves from a tent into a permanent brick building. Now Isabelle will finally arrive, and you will be able to ask her about your Island's Star Rating.
