It seems that "timed out while signing into online platform" in MW2 is a glitch connected to Xbox and PC (Steam) platforms. Follow these instructions to solve the problem on your PC:

Reboot your computer.
Open Steam - It's essential to open Steam before starting MW2.
Start the game - To be sure, start the game from its Steam page.

As for Xbox, your only option to solve 'timed out while signing into online platform' is to restart the machine and rooter.
