You need to go to Vernworth's castle and talk to a guard to start a questline that will unlock Dwarven Smithing in Dragon's Dogma 2. Vernworth is the capital city of Vermund, located south of Maeve. If you follow the main quest, you can find it easily, but you can also decide to take a walk around the big lake that divides Maeve and Vernworth.

Once you arrive in Vernworth, go in front of the castle's main gate, and you'll see a group of guards. Approach each guard, and one of them will eventually start the conversation about fixing a ceremonial blade.

Once you begin the quest to fix a ceremonial blade, go to Battahl, a Beastren kingdom. Battahl's main city is very tricky to access if you haven't unlocked it in the main quest line, but you can sneak in even during the early game. When you enter Battahl's main city, look for the Vocation Guide building.

Right of the Vocation Guide, you'll see a small path between two walls; follow it, and you'll find the Blacksmith who wields the Dwarven Smithing. There's another way to get Dwarven Smithing from the old man who unlocks Magick Archer Vocation for you, but he's too far away to look for any time your weapons need enhancement.
