To get the Silver Card in Fire Emblem Engage, you must purchase the Wave 1 Expansion Pass. This includes many things, including the Silver Card which can be gained through the Divine Paralogue: The Ancestor. This is unlocked after unlocking Emblem Edelgard/Dimitri/Claude.

The Silver Card is located on the Dragon Temple map of this Divine Paralogue near the top-left corner of the map. You will see the sparkles next to the heart-shaped pond. You will need a Warp Staff to get to this location, which can be found in the chest on the left side of the map. Here is how to get the Silver Card in Fire Emblem Engage.
