To unlock the Dancer class in Fire Emblem Engage, you must progress through Chapter 15: Dancer in the Ruins. Here you have the opportunity to recruit a unit named Seadall. You must do so to unlock the Dancer class, as this is his default class.

To recruit Seadall in Fire Emblem Engage, you must use Alear and the Talk action during Chapter 15. Have Alear speak to Seadall, and the Dancer will join your army.
