Foamstars has a wide selection of well-balanced characters, each with a unique set of weapons and skills, but some of them have proven more valuable than the rest. To learn which characters you should focus on, I've collated a Foamstars characters tier list rated from best to worst.

Below is a list of all characters in Foamstars, with the best ones earning their place in the S tier and the least useful ones ending up in the C tier. Their availability is also a ranking factor, with some characters standing behind the Season Pass paywall.

S Tier Characters in Foamstars
These guys and girls are the cream of the crop in Foamstars. Focus on leveling them up as soon as possible, invest your Energy Stones, and buy Bubble Gems to equip them with special perks.
Penny Gwyn
Penny Gwyn is a class act, with an accurate weapon that deals a lot of damage, both with regular and charged shots. If you're in a tough spot, her Toboggan Bomb skill makes a bubble pathway for you to surf out of a losing battle. With the Penguin Squad, you'll get a flightless companion to deliver a devastating foam barrage. A must-play character in PvP battles!
The Baristador
After you unlock The Baristador, you'll get an excellent supporting Foamstar to provide covering fire for your teammates. His long-range foam gun deals solid damage from a safe distance, and the Bitter Drip skill drops a foamy air strike on enemy Foamstars. In case you want to get up close and personal, use his Super City Roast to create a foam surfing path and blast enemies with the Latte Art Royale blast.
A Tier Characters in Foamstars
Characters in this tier are just shy of breaking into the S tier, with one or two drawbacks standing in the way to greatness. They'll still do great for the first 10-15 hours into the game.
Mel T
Mel T boasts a long-range foam bazooka that homes in on enemies and deals decent damage. With the Sweet Campaign ability, she's able to spawn her ice cream-spewing friend Candy. Similar to The Baristador's Super City Roast, Mel T's Sumptuous Promo strikes from above with a mighty foam airstrike, but since she's locked behind a Season Pass, it keeps her from reaching the S tier.
Soa
Soa is a rare case of a starter character being better than 60-70 percent of characters in the game. Easily the fastest and most agile Foamstar, Soa uses her Bubble Step to send a horizontal or vertical bubble barrage, and the Spiky Beat skill activates a foamy explosion that chills anyone in the near vicinity. Her Superstar skill could be faster, which is why she's placed slightly below the top rank.
B Tier Characters in Foamstars
B tier characters are decent choices in the early game, but it's best to move onto A and B tier characters after unlocking all online modes.
Tonix
Tonix is the closest thing to a sniper in Foamstars, brandishing a rifle with selective fire modes. The first mode is a burst-fire mode that shoots a mid-range foam blast and a charged-up bouncing shot that explodes on impact. The Bouncing Bubble shot sends a homing bomb that deals lots of damage, but the Ms. Fizzy Turret III is a turret blaster that gets destroyed in a matter of seconds. The turret and the burst-fire ineffectiveness in tight clashes put her in this tier, but you could do worse than Tonix.
Rave Breaker
This one is all about bubble cleaning! The Rave Breaker is a sneaky Foamstar, being able to build large foam piles and use them as cover to lure enemies. Using Home in the Foam, Rave Breaker swims in foam like a shark and dives out to clear enemy foam, which can be helpful in particular situations. Party's Over does the same thing, meaning Rave Breaker has two skill slots for a nearly identical ability, which eliminates him from A-tier and S-tier discussions.

C Tier Characters in Foamstars
We can't call any character awful to play with in Foamstars, but C-tier characters aren't as great as one would hope. Their weapons and abilities are subpar, and you'll get foamed up by high-level opponents in a heartbeat.
Agito
On paper, Agito should be a fantastic high-damage foamstar, being equipped with a foam shotgun and boasting great mobility. In practice, his Deep Blue Gank skill deals no damage and knocks enemies out of Agito's range, and THX GG summons Kirimaru that gets stuck on objects and elevated areas. As soon as your opponent foams the area around Agito, he becomes virtually useless.
Jet Justice
His shotgun is too short-range, his charged shot is slow and easy to avoid, and his Jet Vacuum Sphere special skill rounds up enemies instead of dealing damage. If that's not enough to convince you of Jet Justice's faults, try him out for yourself and see what I mean.
