It's part of the Christmas 2018 series of skins, and depicts a festive Gnome that you might see in your garden or at Santa's Workshop. This skin has a bit of a darker tone to it due to the included style called "Red Eyes" that turns it into a more demonic look. The skin also includes the reactive Luminous Lamp Back Bling, which is a nice bonus because most Rare skins do not come with them.

They come with the skin, you just have to set the style.
Can you turn off his backbling?
The Back Bling is reactive, you can’t turn it on or off.
They should’ve made the backbling reactive so that when you got a kill it lighted up
