The Outcast Skin is a Rare Fortnite Outfit from the Open Water set. It was released on October 16th, 2019 and was last available 545 days ago. It can be purchased from the Item Shop for 1,200 V-Bucks when listed. Outcast was first added to the game in Fortnite Chapter 2 Season 1.

How-to Get the Outcast Skin
Outcast can be obtained with V-Bucks when it is in the Item Shop. Cosmetics rotate in and out of the shop each day, so we have no way of knowing when it will return.
