Sand Grease Pupas are found exclusively in the Desert of Hadramaveth in Sumeru. Specifically, they can be found in high concentrations in the underground portion of The Sands of Al-Azif.
Local specialties take 48 hours to respawn once gathered. This is based on the time of gathering and not on server reset time.

You can only find such husks deep in the desert where the Quicksand Eels breed. The hardened shell is meant to protect the Quicksand Eels’ larval bodies until they finally acclimate to the conditions of the dry desert.
