To obtain a Spectral Husk, you need to find and kill Spectres at any level. Upon eliminating these ghost-like entities, they have a chance to drop Spectral Husk.
You can get these from any of the Spectre family, no matter the Element.
The fastest way to get around is to use the Waypoints and travel around Watatsumi Island, and Seirai Island, kill everything in sight and then move on. The images below are where you can find Spectres in Inazuma.
An energy core that allows the Specters to float. It contains a small amount of elemental energy. Most of the rest has already dispersed.
