To obtain Water That Failed To Transcend, you must find and defeat the Hydro Tulpa at any World Level. The higher your World Level, the higher your chances of receiving multiple components at once. It costs 40 Resin to receive components from the Ley Line Blossom each time you defeat this boss.

There is no quest requirement to get to the Hydro Tulpa. It's located in an underground area west of the Court of Fontaine, and you can get there by swimming into a cave west of the Chemin de L'Espoir. Refer to the image below for its location:

The only remnants of Hydro Tulpas after their parts are dispersed. This substance is very similar to the crystals extracted from the bodies of Fontemer Aberrants, but they contain a lot of tiny impurities, like the bubbles in glass crafted by clumsy craftsmen.
