The soundtrack from Grand Theft Auto: Vice City is truly one of the best around. It was great when it released in 2002, and as time has gone on it has aged like a lovely wine... The soundtrack is awesome, okay? However, can you turn it off for streaming purposes?
One thing that we didn't have to worry about in 2002 was DMCA strikes against YouTube and Twitch streamers. The music may be fantastic, but it's not worth getting in trouble for. Unfortunately, there is No Streamer Mode in the definitive edition of Vice City.
The audio controls are the same as when the game originally released nearly two decades ago. If you are planning on playing the game you will have to either Turn The Radio Off in the radio wheel, or go into the settings and Turn The Volume Down for all of the music.
Mission complete music and such should be just fine though.

Grand Theft Auto games these days are pretty much entirely comprised of licensed music, so it is hard to get away from. The only piece of music that isn't by an official artist is Lovefist's Fist Fury as it was a jokey glam piece written for the game.
Some songs have even been removed in recent years due to licensing conflicts. You can find out which songs have been omitted here.
