In order to pop the balloons you see overhead, you'll first need to equip your broom so you can fly up to them. Hold LB or L1, then select your broom by pressing B or Circle. This will allow you to get onto your broom and begin flying. Be sure you are in an area that allows you to do so, you'll see a flying symbol crossed out on the left side if you are in a restricted zone.

Once you are on your broom, you can use Revelio by pressing left on your D-pad to see where all the nearby balloons are. They will light up in blue when in range. There will usually be five balloons in one area since they are grouped together in sets. To pop them, fly your broom straight toward them, and they will explode into confetti.

Popping balloons is part of an Exploration challenge that rewards you with new broom appearances. The more you pop, the more rewards you can collect. It will begin with a small set of two, and the challenge will increase in difficulty as you progress, eventually requiring you to pop 20+. You can change your broom appearance by opening your Gear tab and pressing X or Square on your broom, much like changing your clothes appearance.
