Before searching for Ho-Oh and Lugia, make sure you've completed the following steps, as players cannot find these legendaries before these precursors are complete:

  • Complete the base game for Pokémon Brilliant Diamond and Shining Pearl (Become the Champion of the Sinnoh region).
  • Obtain the National Dex from Professor Oak (Given as a reward for completing the Sinnoh Pokédex).

Once you've completed the above steps, you'll need to mine for Mysterious Shards in the Grand Underground. Players can trade these items for unique Slates that summon legendary Pokémon in Ramanas Park. Ramanas Park is located on Route 221 and appears once players complete the Sinnoh Pokédex.

Pick up a Rainbow Slate from the vendors in the building preceding Ramanas Park. Head to the Rainbow Room in Ramanas park and insert your Rainbow Slate to summon Ho-Oh or Lugia. Depending on what version of the game you have, a different legendary will appear in the Rainbow Room.
