Swing Steering Assistance assists those who haven't played any previous Spider-Man games. For them, I would recommend keeping the slider up to 10 until they are comfortable with the game's web-swinging system. When you start moving the scale down, however, you will get a more rewarding experience because all your tricks will have you think more about how you swing around and land.
The same rule applies to the Fall Damage option. If you're looking for an extra layer of realism and challenge to the game and feel ready, turn this option on. That way, each time the Spidey takes a tumble from a greater height, it will chip off some of your HP, making you extra careful when planning your swings.
