The Black Market Secret Shop is on the west road from Grupont Town (near the center of the Cornia Kingdom). More specifically, the "Old Man" is at the crossroads leading to the broken bridge, where you can fight the final boss of the game.

The Old Man will give you a quest called The Black Market Trader. This quest requires you to liberate most of the towns in the Cornia kingdom. In my playthrough, I've already liberated about 18 towns (not including fortresses) before I spoke with the Old Man again to clear the quest.

Once you've completed his overworld quest, you'll get these rewards:

  • Black Market Permit
  • Honors x5
  • 2,000G
