Starting with the best, we recommend farming enchanted books. To do this, you will need to have the following: an enchanting table, books, and lapis lazuli.
Make an enchanting table, books, and get lapis lazuli, and then place 15 bookcases around the enchanting table with a one-block buffer zone between the 15 bookcases and the table.
This will, in turn, increase the chances of getting higher-level enchantments, and you will also need to keep enchanting books until the enchantment you want shows up.
Place both the lapis lazuli and books inside the enchanting table, and you will then be able to farm enchantments this way, provided you have enough resources for it all.
Beyond using enchantment books, fishing is always an option. To fish for enchantment books, you will need a fishing pole enchanted with luck of the sea. Doing so will increase the chances of finding treasure items which include enchanting books.
After fishing is the option of trading either emeralds for books or looting dungeons; overall, both are decent options but shouldn't be relied upon as they are the least likely to work in the game.
