To obtain a Mist Grass Pollen, you need to find and kill Fatui Cicin Mages at any level. Upon eliminating these mages, they have a chance to drop Mist Grass Pollen.
You can get these from any of the Fatui Cicin Mages family, no matter the Element.
Fatui Cicin Mages spawn around Teyvat and will involve a fair amount of traveling to kill them all. The fastest way to get around is to use the Waypoints, kill everything in sight, and then move on.
