Clean House is a World Quest that players can unlock after completing the entire Orobashi's Legacy questline and the Inazuma Archon Quest Act III in Chapter II: Omnipresence Over Mortals. It's one of the World Quests required to complete the Inazuma Reputation Board.
When both of these prerequisites have been fulfilled, head to the Teleport Waypoint in the Sangonomiya Shrine and speak to the Shrine Maiden named Shizuru. She should have a blue exclamation mark over her head. If not, then you likely missed a quest or two.

After speaking with her, follow the quest marker to the Jakotsu Mine, where you'll encounter the Fatui. Speak with them to engage in three waves of battle. Once that's done, look at the ground on your left, and you'll find a glowing Investigate spot. Interact with it to read the Fatui's notes.
Once that's done, follow the quest marker to the west of the Serpent's Head, by the Waverider Waypoint south of Higi Village. Speak to the Fatui to engage in another battle. This time, the opponents are a bit tougher, so make sure to bring a battle-ready team.

After defeating all enemies, engage in a dialogue with Shizuru to complete the World Quest. You'll receive 200 Adventure EXP, 30 Primogems, two Hero's Wits, and 20,000 Mora as rewards.
