To forge weapons in Genshin Impact, you need to obtain their corresponding Diagrams, which are similar to food Recipes. While Sumeru's craftable weapon series required the completion of the extremely long Aranara quest chains, the Fontaine series is much easier to get.

Head to the Court of Fontaine and find the Blacksmith, Estelle, who's located in the northern part of the city, close to the Palais Mermonia. You can easily spot her via the Blacksmith icon in the World Map. When you speak to Estelle, select the dialogue option "I'd like to buy a weapon."
