Genshin Impact just announced that the Version 4.2 Livestream, originally scheduled to run at 8 AM (UTC-4) on October 27, 2023, has been postponed until further notice. HoYoverse took to the game's official X account (formerly Twitter) to announce the sudden postponement of the long-awaited Special Program but has not provided an updated release schedule.
The Livestream was expected to introduce everything coming in Version 4.2, including two new characters, Furina and Charlotte, and a speculated expansion to the nation of justice.
According to some players, the postponement may have been due to the sudden passing of a former Premier of the State Council of China, which would normally warrant a state funeral. During this period, events would usually be put on hold in respect of the state-wide mourning.
It's not the first time a HoYoverse Special Program has been postponed. For instance, Honkai: Star Rail's Version 1.1 Livestream was postponed due to unforeseen technical issues, and it was later streamed and posted on the official YouTube channel without a major announcement.

Once China's state-wide mourning period is over, Genshin Impact is likely to either announce a new Livestream schedule or directly post the program on the official YouTube channel. Genshin Impact's current banners, featuring Wriothesley and Venti, will run until November 7, 2023. The Version 4.2 update is expected to be released a day later, on November 8, 2023. With over a week left until the coveted update day, players still have a lot of time to enjoy Fontaine's current expansion.
