This error mainly arises for PC players when they try to run a custom game on the server. So, try to implement the following solutions to fix the problem at hand.

Giving Firewall Permissions

The most highly effective solution for this problem is to give firewall permissions to the game on your computer. You will get the prompt for this when running the game for the first time. Simply press the Yes Button to activate it or change it manually from the Windows Settings. I recommend permitting both the base game and the 7 Days to Die Dedicated Server Application to avoid the issue.

Port Forwarding
