You can obtain Varunada Lazurite Fragment in numerous ways—defeating Bosses, completing Trounce Domains, Alchemy and Converting.
The first way is by defeating the Boss—Oceanid, otherwise named Rhodeia of Loch, on World Level 2 or above. To get the rewards for defeating this Boss, you must spend 40 Original Resin. Though if you have Condensed Resin stored, you can use this and get double the rewards.
To find the Oceanid, you can open up your Adventure Handbook, head to the Enemies Tab, locate Oceanid, then click on the Navigate button. The game will show you where the Boss is on your map.

The second way is by completing the Trounce Domain—Confront Stormterror. Varunada Lazurite Fragment can be earned by defeating Dvalin on Memories: Storming Terror I-VI.
Upon defeating this Weekly Boss, a Trounce Blossom will appear, and to claim the rewards, you must spend 30/60 Original Resin. You don't have to claim the rewards if you choose not to do so. However, you can only claim the rewards once a week.

The third way is by completing the Trounce Domain—Enter the Golden House. Varunada Lazurite Fragment can be earned by defeating Childe in Memories: The Golden Shadow I-IV. To access Level I, you have to be Adventure Rank 35.
Upon defeating this Weekly Boss, a Trounce Blossom will appear, and to claim the rewards, you must spend 30/60 Original Resin. You don't have to claim the rewards if you choose not to do so. However, you can only claim the rewards once a week.

The fourth way is defeating the Boss—Primo Geovishap. Varunada Lazurite Fragment can only be rewarded on World Level 2 or higher.
Upon its defeat, a Trounce Blossom will appear. To get the rewards, you must spend 40 Original Resin. Though if you have Condensed Resin stored, you can use this and get double the rewards.

The fifth way is by completing Memories: Earthshaking Dragon I. To enter Memories: Earthshaking Dragon I, you need to be Adventure Rank 35, and it is recommended to have your party about Level 60.
Upon defeating this Weekly Boss, a Trounce Blossom will appear, and to claim the rewards, you must spend 30/60 Original Resin. You don't have to claim the rewards if you choose not to do so. However, you can only claim the rewards once a week.
