To obtain Treasured Flowers you'll need to find and destroy Hillichurl Rouges at level 40 or above. The higher the level of the Hillichurl Rouges you destroy, the more items they will drop.
You can also trade in Stardust for Treasured Flowers. It costs 15 Stardust for one Treasured Flower on the Stardust exchange.
