To get the Primordial Jade Cutter in Genshin Impact, there is only one way to get it, and that is to use your well-earned Fates in Wishes and try and pull it from the weapon banner called Epitome Invocation.
Each banner change comes along a new Epitome Invocation; the name always stays the same, but what weapons in it change. With the new update comes new weapons put straight into the weapon banner for those to pull.
As the Primordial Jade Cutter is a 5 Star weapon, but odds of pulling it are not that great, and it might take you a while unless you have saved up your pity. However, there is no guarantee that you will pull the Primordial Jade Cutter; you might pull the other 5 Star weapon, Primordial Jade Winged-Spear (Polearm.)

Will be the Jade Spear pull able even when the banner is gone?
That’s a good question. Epitome Invocation ends on Feb. 23 and starts a new one, and normally they have a list of all weapons that are included in that banner, not just the ones that are boosted. So you might have to wait till Feb. 23 to find out. I’ll see if I can research anything tomorrow and get back to you 🙂
