Blueprints are typically found in chests while patrolling Gotham City. Chests are found on main missions and occasionally during premeditated crime activities. You can locate chests by scanning the area with your AR and looking for the purple chests.

Defeated enemies also have a chance to drop blueprints. They will appear on the ground as a colored hologram. This method is less guaranteed, as enemy drops are random.
